What is the best method to remove stains from existing concrete panels?

Alan,

This depends on a number of factors, especially what the stains are caused by.

There is a section on 'Cleaning Concrete Panels' in Key2concrete, under the 'Miscellaneous' heading.  Various references are given where more detailed advice may be found for particular stains and types of panel.

Once the stains have been removed, you may wish to consider applying an anti-graffiti treatment to minimize further problems.  Again, there is a section in Key2concrete under 'Environmental' that covers this subject.
